Black and Brown social equity cannabis operators have been systematically harmed by discriminatory policies, broken promises, and unjust barriers in Los Angeles and across California. The City of Los Angeles and the State of California have failed to uphold the Social Equity Program, mismanaging cannabis tax revenues, delaying licenses, and enabling predatory practices that have devastated our communities .
To fight back, we have retained Ivie McNeill Wyatt Purcell & Diggs, one of the state’s leading civil rights law firms, to file a lawsuit demanding justice and economic fairness. This is more than legal action—it’s a fight to reclaim economic power and protect future generations. Raise you voice with us and let the city of Los Angeles know we need change.

Why give?
-
Fighting for Tax Relief & Economic Survival
BLACC is advocating for tax forgiveness and suspension of local cannabis taxes, ensuring Social Equity businesses aren’t crushed under an unfair financial burden. Your donation helps us push for immediate policy changes that will keep these businesses open.
-
Protecting Social Equity Operators from Systemic Failures
The City’s licensing delays, excessive regulations, and lack of enforcement against illegal dispensaries have put legal Black-owned businesses at a severe disadvantage. Your contribution funds legal challenges to correct these injustices.
-
Winning Financial Support for Black Entrepreneurs
Other cities, like San Francisco and Oakland, have provided tax breaks and grant funding for cannabis entrepreneurs—Los Angeles has not. With your support, we are demanding access to grants, no-interest loans, and financial aid for Social Equity licensees.
-
Holding the City Accountable to Its Promises
The Social Equity Program was meant to correct the harm caused by the War on Drugs, but it has failed to deliver meaningful opportunities. We are fighting to ensure Black entrepreneurs receive the resources and protections they were promised.
-
Creating Lasting Policy Change Through Legal Action
In 2020, our legal efforts secured 100 new Social Equity retail licenses. With your help, we can continue to challenge inequitable cannabis policies and demand long-term solutions that protect Black business owners.
-
Strengthening the Legal Cannabis Market
If Social Equity businesses fail, the City loses tax revenue, the illicit market grows, and Black entrepreneurs are pushed out of the industry. Your support ensures legal, Black-owned businesses remain competitive and sustainable.

Why Your Donation Matters
The Black Los Angeles Cannabis Council (BLACC) is leading the charge in the fight for economic justice, tax relief, and legal protections for Black-owned cannabis businesses.
Excessive taxation, lack of access to capital, and burdensome regulations have put Social Equity operators at risk of losing their businesses—while the illicit market thrives. Without immediate intervention, the very businesses that were promised opportunities under the Social Equity Program will not survive.
